Affordable Housing Presentations
Pauline Theresa-McAuliffe, Special Projects Coordinator for the Town of Barnstable gave a presentation on the Accessory Affordable Housing Program. In summary, the main object of the program is to use existing housing which may currently violate the town's zoning laws to provide affordable housing for eligible citizens. The program is open to individuals who own and live in a single-family home that contains, or could contain, an accessory dwelling not permitted as of January 1, 2000. Also, anyone owning a multifamily dwelling which contains one or more units without permits as of that date can participate. The Housing Coordinator will help the owner through the process of determining eligibility, identifying funding to make any necessary improvements, and seeking the necessary approvals and permits from the town. The property owner must agree to a deed restriction on the affordability of the unit and must agree to a minimum one-year lease. Currently, such units can be rented to people who meet certain income limits at a maximum rent determined by HUD. Judith Barnet, President, Housing Land Trust for Cape Cod gave a presentation on the activities of the Land Trust in Marstons Mills. The Trust is partnering with the town to construct 30 mixed income units on a site next to the Marstons Mills Middle School and Elementary School. Half of the units will be affordable and half of the market-rate units will be well below today's market. Construction is planned to start in February 2004 with occupancy in August 2004. The Land Trust will ensure that the affordable housing units stay in the affordable housing pool through a number of legal restrictions starting with requiring the purchasers to take out a 99-year lease on the land their homes stand on, and also requiring them to sell the homes back to the Trust when they wish to move.
