Call To Order And Welcoming Remarks
 The President called the meeting to order at 7:00 PM.
Minutes Of Last Meeting
The minutes of the last meeting were accepted with the alteration that Richard Wheeler is a member, not the president, of the Indian Ponds Association (John Hansen is the president).
Treasurer's Report
The Treasurer's report was accepted.
Correspondence
Several pieces of correspondence were received:
 A letter from Tom Stewart was read and discussed. He was assaulted by a group of 4 male teenagers on the evening of Jan. 17 th, outside his home on Cammett Road. Town Councilor Janice Barton reviewed her follow up discussions with Mr. Stewart. Jan noted several community and police resources available to respond to such threats. The concerns raised by the letter were discussed. Al Baker reported several recent cases of vandalism, and one of joyriding a stolen vehicle this winter.
 A letter was received expressing concern that few people actually stop at the stop sign by the fire station.
 A call was received from Mr. Bertucci regarding the number of accidents at the intersection of Old Mill and Race Lane. These too were discussed.
Status Of Action Items
 Robert Trout reported that the proposal for funding of the library is still being finalized.
 Donna Lawson reported that replacement signs for the village are progressing.
Public Comment
 David Chase, Chairman of the Cape Cod Airfield Committee gave a presentation on the Request for Proposals (RFP) for the airfield. David W. Anthony, the Chief Procurement Officer of the Town of Barnstable, assisted in the presentation.
Now that the airfield land is public, RFP's are being entertained for use of the airfield and stewardship of the land. Mr. Chase discussed the selection process and the criteria for allowable activities. The importance of recreational value to proposals was stressed.
A map was distributed showing the proposed subdivision of the land into a northern conservation and recreation area, and a southern airpark. The status of the middle acreage is still under discussion. The committee hopes to award contracts by May 1st.
Various questions and lively discussion ensued. The future status of the radio-controlled planes, banner towing, dirigibles, and the renovation vs. demolition of some of the buildings were all discussed.
Council Report
 Janice Barton noted the Town Council was reviewing Barnstable's strategic plans for education/housing/public safety and would welcome input. Craig Larson suggested the abolition of enterprise accounts to generate income towards these goals.
Old Business
 Creation of the Burgess House Subcommittee was motioned, seconded, and passed after discussion. It will be charged with the upkeep and repair of the house and grounds. Al Baker, Linda Edson, Donna Lawson, and Brian Lobdell will comprise the subcommittee.
 Discussion continued (initiated via email) of the need for local input into and oversight of the Local Comprehensive Plan (LCP). Al Baker gave a copy of the LCP to Craig Larson, and it was motioned, seconded and voted to create a subcommittee to investigate the impact of the LCP on the village of Marstons Mills and give the Town Council input regarding the LCP. And, to specifically solicit input from the general public towards these ends. Leah Curtis and Craig Larson were voted to represent the MMVA, and 3 more members of the community at large are to be added to complete the subcommittee. Debbie Lavoie will make fliers to publicize the LCP Subcommittee in time for the March meeting.
 Village and the River Day Subcommittees continue to plan for Village and River Day, respectively.
 Membership Drive Subcommittee presented the new form and it was approved.
New Business
 John Hansen, president of the Indian Ponds Association, reviewed the goals and accomplishments of his group. He feels much pride in helping preserve the airpark. He discussed the group's ongoing efforts to monitor the health of the ponds, and proposed working together to make the airfield a historic site.
 Al DeFlorio of the Barnstable Assessment Committee presented the town's options for increasing revenue by the revaluation of property. Increasing the proportionate tax rate of commercial properties (creating a split rate) is one possibility. Another option is a resident exemption, and its definition and implications were explained. But, Mr. DeFlorio stated that the Committee would only be likely to revisit the subject of a split rate in the near future.

 The meeting was adjourned at 9:00 PM.
 The next meeting is Tuesday, March 2 nd, at 7:00 PM. Guest Speaker: Marlene Weir, Chair of the Local Comprehensive Plan Committee.
