Call To Order And Welcoming Remarks
 The President called the meeting to order at 7:02 PM.
Minutes Of Last Meeting
The minutes of the last meeting were accepted.
Treasurer's Report
The Treasurer's report was accepted.
Correspondence
Several pieces of correspondence were received:
 The president referred an audit of the taxes of the Village Association to the Treasurer.
 Discussed that Chris Azziz of Stop and Shop has asked the association to delegate Linda Edson and Donna Lawson as the representatives who will approach her for donations. The store is eager to assist in community projects, but would like the association to route requests through designated spokespeople.
 The Town of Barnstable Triad announced that the group would soon be targeting Marstons Mills in their ongoing project to correct the house numbers posted at residences. Volunteers are welcomed. Their next meeting is at the Sheriff's Youth Ranch, April 30 (breakfast provided). Inquiries may be made to Klaus Guttmann at guttmann@cape.com.
Public Comment
 Chief John Finnegan, Deputy Chief Michael Martin, Detective Paul Everson, and Patrol Officer Kevin Scott of the Barnstable Police Department gave a presentation on policing in the community.
Maps were provided illustrating the “hot spots” for offences in the town and village. The capabilities of the community's enhanced 911 were explained. Concerns regarding break-ins, juveniles partying in the beach and wooded areas, vandalism, and traffic offences were discussed. The frequency of burglaries is down.
Young adults and juveniles looking for cash presently commit the majority of break-ins. Neighborhood watch groups were discussed and the police offered assistance and signs for setting up more such groups.
The police have also recently targeted several areas for traffic offences, with profitable results.
Coordination with environmental officers in monitoring the herring runs and illegal dumping was touched on, and the officers described two new ATV's they now have for off road patrolling.
The police website, www.barnstablepolice.com, was introduced. The website has the names and voicemails of all officers, and a listing of level 3 sex offenders in the community. The officers stressed that they preserve the confidentially of those providing information through the voicemail.
Council Report
 Janice Barton reports budget talks are about to start. Cuts must be made in many worthy programs, including the schools. She re-encouraged participation.
 She noted Christy's will now be closed in the early morning hours; it is hoped this will alleviate problems with juveniles loitering in the area.
 The council continues to work on the Local Comprehensive Plan
Old Business
Subcommittee Reports:
Burgess House: A trip to Home Depot for barn repair supplies is coming.
River Day: May 2nd. A 50:50 raffle is planned. Volunteers are needed to set up tents - contact Al Baker.
Village Day: Planning continues and sponsors are being collected. The road race details are being worked out.
Membership: It was motioned and passed unanimously to make membership a flat $15 fee annually.
Newsletter: Progressing. A preliminary draft was passed out. Funding options were discussed. It was motioned and passed to allocate $1500 towards the publication of the newsletter.
Scholarship: Subcommittee members to be Peter Lavigne, Paul Doherty, and Robert Trout. Several applications have been received and will be reviewed.
Other:
 Robert Trout has finished the MMVA's letter of support for the library expansion. Al Baker read a letter of concern regarding the library expansion plans. The letter was noted, but the balance of the Directors feel the village association should continue to support the library's attempt to expand and move to the Burgess Park area.
New Business
 Ed Schwarm announced the first planes should be flying at the airfield tomorrow.
 Al Baker suggested discussing nominations for the board of directors at the next MMVA meeting.

 The meeting was adjourned at 9:10 PM.
