Janice Barton reported that she had told the School Committee of the desire of residents of Marstons Mills to retain use of the MM West Elementary School building for a community center if the school is decommissioned.
Councilor Barton is also working with the Youth Commission to create a Youth Website. (Contact the Secretary of the MMVA for a copy of the full report.)
Old Business
Subcommittee Reports:
Burgess House: Looking for donations of shingle bundles for the roof.
River Day: Will be the 15th (Sunday) of May rather than the first Sunday due to scheduling issues and also the hope that the weather will be more clement by then.
Village Day: Will be the first Sunday after Labor Day. Debbie and Donna were moved and voted to organize this year's Village Day by acclamation, as they did such an excellent job in 2004.
Membership: The letter to encourage renewal of memberships was sent out and nine renewals were sent in. Board members are to each make up a list of 10 village residents and bring it to the interim meeting at 7 pm on 1/18/05 at the Burgess House and we will start a more general membership drive
Newsletter: The request for donations for the scholarship fund will be written by Robert Trout and published in the newsletter too. Craig Larson will also write a more general article on how the MMVA spends member's dues.
Scholarship: Robert Trout encouraged volunteers for the committee. Association members are urged to donate money direct to the scholarship fund to allow us to award 3 rather than 2 $500 scholarships. The High School will need the money for the awards by June 5, 2005 .
Local Comprehensive Plan: Bob Frazee noted that the LCP had encouraged the Village to hold a public forum to address the question of rezoning the Flint Street area near the transfer station for nonresidential use. He requests that the Association start to plan such a forum. Craig Larson commented that the MMVA could work on this, and will contact Marlene Weir and the affected parties for such a discussion pending the final draft of the LCP.
Herring Run: No news. No work ongoing due to the wintry weather.
New Business
Matt Teague came as a representative of McShane Construction to show us the plans for replanting the area where the tree was downed. A mature tree was felled without permission, and the firm has been fined $10,000. Matt showed us the plan to replant the area with 4 red oaks with 3”caliper trunk size. Al Baker expressed, with general agreement, the opinion that this scheme will block the view at the intersection. If the area were to be replanted, two larger trees would be more appropriate. Perhaps better yet, the curb should be left clear and the money should be used to beautify and improve other areas of the roadway, such as the intersection in front of the Cash Market. Craig concurred and felt the money should stay in the Marstons Mills if possible. McShane could alternately contribute to other non- road expenses in the Village such as the Burgess House improvements to the barn, or other civic needs. Debbie Lavoie stated that donating to the improvement of the Village would be a good step towards atoning for the harm done by the cutting of the tree. Al Baker will discuss our feeling with the Tree Warden, Charlie Gianitasso, and Town Council.
Bill McIntyre announced that the Barnstable will be forming a committee to study conservation and land use. He volunteers to represent Marstons Mills on the committee. The Board is in agreement .
David Curtis stated the Cape Cod Maritime Museum would be interested in having a presence at either Village or River Day. After discussion, it was felt that Village Day would be an appropriate venue, and they should be invited.
Al Baker showed plans for the proposed office building across from The Mills Restaurant. They remain available for viewing at the Burgess House.
Al Baker also notes the chiropractor down the road on 149 is thinking of putting in a second story.
Mrs. Anderson noted the plan for a traffic mirror on Race Lane has been nixed by the town and will instead shave away at the bank to improve traffic visibility at that intersection.
Craig suggested we start working on a list of speakers for the coming year. He would like about 20 names. So far the tax assessor, school officials, Mr. Klimm for a state of the Mills-type talk, the DPW on road maintenance, the Board of Health, the Zoning Board of Appeals, and Mr. O'Leary were suggested. Further suggestions are urged.
It is suggested that the Historical Society contribute an article to the upcoming newsletter.
Al Baker showed a couple options for ways to improve the intersection in front of the Cash Market. He will be meeting with an engineer in the future.
It was announced that the Barnstable Civic League is looking for a member and alternate. They meet on the last Wed. of the month.
Adjournment
The meeting was adjourned at 8:58 pm. The next public meeting will be February 1, 2005. The next meeting for the Board will be January 18, 2005 to discuss the mailing list and speakers. Both are at 7 pm at the Burgess House.
