Call To Order And Welcoming Remarks
The President called the meeting to order at 7:05 PM.
Minutes Of Last Meeting
The minutes of the last meeting were accepted.
With the correction of the spelling of Eshbaugh in the Jane Eshbaugh Community Award.
Treasurer's Report
The Treasurer's report was accepted.

Public Comment
None.
Town Council Report
Janice Barton, Leah Curtis and Hank Farnham were present.
 The Council asks the MMVA to consider writing a letter in support of exits 6 1/2. Craig Larson agreed to have the board discuss this.
 Hank also expressed concern about educating the public about wild animal behavior in general, and coyotes in particular, given the recent rabid coyote attack. Consideration will be given to addressing this in the newsletter and/or tables at River and Village Day.
Old Business
Sidewalk Proposal:
Thomas Currier and David Shed from the Town of Barnstable Department of Public Works addressed the meeting on the subject of the proposed sidewalk project in the area of the Osterville-West Barnstable and Old Falmouth Roads. Several residents were present to provide input.
The sidewalk will be five feet wide and much of it will be set back from the street. Those parts adjacent to the street will have curbing to separate the sidewalk more effectively from the motor traffic.
Several residents suggested areas where further curbing would be appropriate, given the tendency for the traffic to cut close in these areas. Ms. Fitzgibbon expressed concern that the area have adequate maintenance, and questioned the use of the funds for the sidewalk, when, by general agreement, the road itself is in sore need of repairs.
Mr. Currier agreed that the road does need extensive repairs, but the monies for the sidewalk are mandated for sidewalks only, and also the amount to be spent on the sidewalk will only be a small fraction of what will be needed to repair the road.
Mr. Robert Powers expressed concerns regarding the routing of the sidewalk at the Old Stage Road and Race Lane intersection. This was discussed extensively.
Mr. Currier will check the source of funding for the sidewalk project, as the details of this mandate were unknown to the Representatives at the meeting.
McShane tree matter:
Craig Larson reported that the McShane tree issue has been resolved with a donation of $4000 in trees and $2500 in “in kind” labor for the community.
Subcommittee Reports:
Burgess House: Brian Lobdell will make estimates of the costs of the component jobs needed for repairs.
River Day: 15th (Sunday) of May.
Village Day: First Sunday after Labor Day. It was noted that more nonprofit tables would be nice and also a live band might be recruited. For both Days, the Village Signs will be used for advertising, and Janice Barton will check if WQRC will be promoting the events
Membership: Three renewals and 2 new memberships have been received.
Newsletter: The next newsletter is scheduled to be published April 15th.
Scholarship: A $25 donation and one application have been received. Robert Trout, Peter Lavigne, Janice Barton, and Paul Doherty are the members.
Local Comprehensive Plan: A change will be made in the wording of the report to reflect the evolving status of the area around the Transfer Station .
Herring Run: No news. No work ongoing due to the wintry weather.
New Business
 Eric Shufelt, Assistant Harbormaster, will be speaking at the April meeting. Other suggested speakers include: a school committee representative, Marstons Mills Historical Society speaker, a State Representative night, a community library speaker.
 Andrew Barr, an architectural photographer, would like to make some photos of the Burgess House to document it, and this was felt to be a good idea.
 Craig Larson noted that we should try to check that tourist focused publications accurately list the Burgess House as a historic site.
 There will be an interim meeting March 15th for Board members.

The meeting was adjourned. The next public meeting will be April 5, 2005.
