Call To Order And Welcoming Remarks
The President called the meeting to order at 7:05 PM.
Minutes Of Last Meeting
The minutes of the last meeting were accepted.
Treasurer's Report
The Treasurer's report was accepted.

Public Comment
None.
Town Council Report
Janice Barton, Leah Curtis and Hank Farnham were present.
 Budget issues are being addressed.
 The Danforth property was discussed. They are gathering information on the land and a committee will be formed to regulate the property.
 The Compensation Committee has approved an increase of $1000 to the base salary of Council Members, $1200 for the Vice-President, and $1500 for the President.
 The McShane/Tree compensation was received and will be formally accepted May 7th.
 Leah Curtis stated that the Council is looking into new ways to enforce of parking regulations as there is presently insufficient funds to support parking and zoning rules.
 Both Janice and Leah are on the Fire Committee. This committee is starting a fact finding committee to gather information of the fire districts. They are not looking at district consolidation. The meetings will be open to the general public .
Old Business And Announcements
 Motion was made and unanimously passed in support of the Town Councilors' pay raise.
 April 28th is a silent auction for the library at the Old Barnstable Fairgrounds.
 The annual meeting of the MMVA will be the first Wed in June at the Burgess House. Would like to invite Mr. Klimm.
 Liberty Hall will have a craft fair on 4/23 and will start a speaker a month program.
 Linda Edson dropped off the Burgess House watercolor.
Subcommittee Reports:
Burgess House: Brian Lobdell has made estimates of the costs of the component jobs needed for repairs. The total cost will be $2300 - $2500. Shingles will definitely be needed and possibly plywood for the roof.
River Day: May 15th (Sunday). MMVA table volunteers are needed.
Village Day: Sept 11th. Many tables have been requested. The Parent's Advisory Council wants to do games for kids. Also have two karate demos and Irish Step Girls signed up. They are looking into putting up some American Flags. The Sub-Committee is floating the idea of doing another run and is looking for sponsors. Stop and Shop and The Plum Porch have already signed up for the run. ST Engineering is sponsoring the pony rides and Liberty Hall is doing the chicken dinner. Looking for more ideas. Debbie Lavoie is the contact - next meeting May 18th.
Membership: No new news.
Newsletter: The next newsletter is scheduled to be published April 15th.
Scholarship: The Scholarship Committee has received 7 applications and will award 2 $500 scholarships.
Local Comprehensive Plan: No new news.
Herring Run: River cleaning after May 15 th in mornings to be announced. No irrigation work until July. Sandbags needed to repair a blowout at the end of the river across Route 28. May need seed money for the river work and definitely need volunteers. The monitoring of herring fishing permits will be upgraded this year .
New Business
 Matt and Faye are the new owners of the Marstons Mills Restaurant and they are now open evenings on Friday and Saturday.
 Ed Swarm is ill. He has helped with the Herring Run and served on the Save the Airport Committee.
Invited Speaker: Eric Shufelt, Assistant Harbormaster, spoke.
He discussed the functions of the Harbor Division. They cover both the south and north of Barnstable and the regulate 4 marinas. They have 4 full-time employees. They are responsible for a total of 188 slips and 2,400 moorings. The waiting list is 1,300 long! There are two pump out boats and two shore side pump out stations.
Prince Cove Marina is the closest marina to our community. It was purchased 1/2003. This last year has been a good season. The main concern of the local residents in the parking overflow. The old parking rules allowed slip and mooring parking only (free), but the new rules now include a fee and there are 4-5 new parking with trailers spots available. The town has been cleaning the area up. They have taken 10 tons to the dump including chains, anchors, and railroad ties and there is still more to go.
Next year they plan to replace the three main docks and add an extra 30 feet to each dock which will add 10 more slips. There is an existing building that has been leased to ARC of Dennis. They grow clams from spawn and this is not anticipated to increase traffic significantly. This business will generate over $1000/month in rent.
The Harbor Division is going to change the wait list to Barnstable residents only. It was asked if lessees of slips can sublease the slips. They cannot, but the marina can, at the rate of $2.75/ft /day plus electric. The marinas are presently operating in the black. There are no plans to enlarge the parking nor are there fees for pump out. They would like to expand eventually to 55 slips at Prince Cove.
