Call To Order And Welcoming Remarks
The President called the meeting to order at 7:10 PM.

Town Council Report
Janice, Leah, and Hank stated the Budget discussion is ongoing. They presented Al Baker with a plaque to make him the official Mayor of the Village of Marstons Mills. All applauded and congratulated him on the honor.
Old Business And Announcements
Al Baker noted, with sadness, the passing of Ed Schwarm. His work in the village was valued and will be missed.
Robert Trout presented the Marstons Mills Village Association Scholarships to Ashley McGuire, who will be going to Quinapiac College. She will be studying Nursing; and to Ryan Pitera, who will be attending Duke, where he will be studying Engineering. Robert Trout thanked Peter Lavigne and Janice Barton for their assistance on the Scholarship Subcommittee

Annual Meeting
Deb Lavoie, Craig Larson, and Robert Trout all were nominated for re-election to their terms on the Board. However, a quorum was not present at the meeting, and so the election was deferred.
New Business
Invited Speaker: Paul Niedzwiecki , Assistant Town Manager, spoke:
The downtown zoning of Main St. and the Waterfront will likely be voted on in July.
Two acre zoning is being pursued in the Village of Barnstable. Another DCPC was considered but rejected by the planning board.
The planning board has been considering more uniform zoning in residential areas. They had planned on a more uniform frontage and setback requirement. Linda Edson noted that there is concern that as proposed, grandfathering would not be allowed, hence any improvement or construction on properties not in compliance would require a special permit. This could create a permitting morass. Craig Larson asked who will be the contact for persons and groups with questions or suggestions re. zoning. For now the Planning Board and soon the new Growth and Management Board will be the people to talk to.
Dan Horn, the Assistant Harbormaster noted the breakwater for the Hyannis Harbor is still in the works and there is a schooner being salvaged in the harbor just now.
The roads in Marstons Mills will see a lot of work this year. Money has been approved for new drainage near the Post Office. New sidewalks will be in by autumn on Old Falmouth Road. And work on 149 and on Race Lane continues. The Bog Road is in the process of a redesign. They are looking at traffic management options at the intersection of routes 149 and 28. Route 28 as a whole, particularly the issue of the difficulty making left turns, is being considered.
Other road construction areas in the Town of Barnstable as a whole will be Pitcher’s Way, and the 6A project is finishing up. Mr. Niedzwiecki notes many of the roads in need of repairs are private, not public, roads. Of all the road construction funds, only $30,000 is mandated for emergency repairs of private roads.
They are looking at starting to cut back brush from the roadways soon.
It was announced that the transfer station is now open 7 days a week (half day on Sunday).
It was opined that the broken windmill at the Windmill Square is an eyesore. Mr. Niedzwiecki noted he would see that this is mentioned to the owner the next time he comes before the Planning and Zoning Board.
Also it was noted that the promised sidewalk by Stop & Shop has not been constructed.
