Call To Order And Welcoming Remarks
The President called the meeting to order at 7:04 PM.
Minutes Of Last Meeting
Were accepted with the correction that David Curtis was there.
Treasurer's Report
The Treasurer's report was accepted.
Correspondence
Al Baker accepted a form the State sent re lottery winnings.
Public Comment
None.
Town Council Report
Janice, Leah, reported that the Town's portion of the lottery receipts were received - 2 million. Janice encouraged activism re. the inequity of what the Town collects verses what is returned from the lottery funds. She also reminded those present that this is the Year of the Youth in town and the activities associated with it will be getting some publicity. The Council will be coordinating with other towns and community groups and will be planning some workshops.

Subcommittee Reports:
Burgess House: Craig made a plea for volunteers for rehabbing the barn.
River Day: Debbie passed around pictures of the event. A $500 check was received towards the Village Scholarship from our cosponsors.
Village Day: Sept 11th. Debbie announced many events and exhibitions we have so far. The Road race forms are on the website. Numerous tables have been spoken for. The moonwalk and ponies are a go. Further details will be announced in the next village newsletter.
Membership: 42 renewals and 2 new memberships were received.
Newsletter: No new news.
Scholarship: No new news.
Local Comprehensive Plan: Our part of the Plan is submitted.
Herring Run: Repairs are ongoing. Al will be setting up a cleaning/repair group for latter in the summer to meet a Sunday to be announced at Liberty Hall. Look for details on the Marstons Mills Internet site.
Annual Meeting
Deb Lavoie, Craig Larson, and Robert Trout all were nominated for re-election to their terms on the Board
New Business
Invited Speaker/Public Forum:
Seth Duguay, a local chiropractor on Main Street spoke: presenting his plan to enlarge his existing office to add rental properties with the aim of creating a wellness center on his property. He would like the "VBA" village commercial zoning extended down to cover his property rather than continue as a permit for special use in the residential zoning. The change in zoning would facilitate his plans and was backed by Craig Larson. It was noted that the building Dr. Duguay uses was originally a post office and passed through several other commercial uses before he owned it. Hence, a commercial zoning would be keeping with the historic use of the land. Dr Dugauy noted he does not anticipate a significant increase in traffic with the addition. After discussion, it was moved and passed for the LCP Subcommittee to consider this.
Osterville Heights was represented by Sally Mendes: She expressed the ongoing concern of the residents of the area re. the proposed zoning change to the area around the White Hen. At the previous May meeting this topic was discussed. The proposed change of the present Residential Zoning with exemptions to the Service and Distribution Zoning is opposed by her neighborhood. She supports a more restricted business zoning and would like to network with the Village Association and Representatives of Barnstable to work toward this goal. It was suggested that a meeting on this topic be announced in the next village newsletter. C) Janice Barton announced that the Cape Cod Economic and Development Committee has monies to be distributed for projects. She wondered if there would be an interest in applying for these funds for work on the circle in the Village center. Al expressed an interest and will discuss this with Jan further. Janice also reminded the members that the dead line for submissions to the Villager is coming up. And, she is asking for help picking up the printing for mailing.

The meeting adjourned at 7:55 and the next be the Annual Meeting on August 2, 2005.
