Absent: Bill McIntyre, and Peter Lavigne.

Call To Order And Welcoming Remarks
 The President called the meeting to order at 7:15 PM.

Treasurer's Report
 The Treasurer's report was accepted .

Public Comment
None.
Town Council Report
 Janice, Leah, reported that the Town's portion of the lottery receipts were received - 2 million. Janice encouraged activism re. the inequity of what the Town collects 2. Town Council Report: Janice, Leah, reported that the Council is reviewing the township’s roads and their maintenance. Many roads in Barnstable are private roads, and the upkeep of these roads, strictly speaking, is not part of the budget, although the town has plowed and cleaned these roads historically. Leah observed that many roads people assume are public are not. As an example, Wakeby Road is both public and private. With the present budget constraints, the Town is debating what to do with this situation in the future.
 There are actually more private roads in Barnstable than public ones. Hence, any change in the status quo has wide-ranging implications. Leah encourages everyone to check the Town website at Town.Barnstable.ma.usa to see if their road is public or private and to become involved in the discussion of how to allocate and prioritize the road budget. (before we find out the hard way)
 Leah and Jan note they are both running, so far unopposed, for re-election to the Council. Janice announced the Youth Day for the town will be on 9/18. Both the Fire and the Airfield Committees have been active over the summer.
Bob Frazee observed that in the past the Town has partnered with private landowners to use it’s lending and bonding power to help arrange financing for the betterment of private roads. He would like to see this program become active again. Leah discussed that in the past there has been controversy over the road then remaining private vs. converting to a public right of way after the road has been improved. Bob observed that in the past the status of the road did not change.
Maureen McPhee voiced that she would like to see the roads transfer to public rights of way after they are brought up to code to simplify further maintenance.
Old Business And Announcements
 The Indian Pond Association reported on their recent assessment of the Lakes. Middle Pond is in good shape, but there is excess phosphorus in both Mystic Lake and Hamblin Pond. The Association is looking into treatment options and is considering alum treatment of Mystic Lake.
 Chris Azziz is riding for the Pan Mass Challenge. It was felt that as this is not a village matter the MMVA could not contribute, but several members volunteered to give to the effort.
Invited Speaker/Public Forum
 (No speaker this month)
 Charlie Rogers will speak informally to the group in September and more formally in October re. his desire to rezone the area around the White Hen. Craig Larson encouraged neighbors of his parcel of land to attend and contribute to the discussion. The LCP committee will meet before these public meetings to discuss this and other rezoning issues with Jackie Etsten.
 It was noted there was an interest to further discuss improvements to the Cash Market circle as well. Al Baker noted that plans are progressing.
Annual Meeting
(Continued) Deb Lavoie, Craig Larson, and Robert Trout. Elections are scheduled for next month.
Subcommittee Reports
Burgess House: Bob Frazee recommended making a request for funding from the Barnstable CPA. After discussion, it was decided to request $75,000 for repairs to both the barn and the house. Bob will write the draft. The committee is still looking for a volunteer willing to supervise barn repairs. Linda Edson has a volunteer of skilled labor for the project.
River Day: No news .
Village Day: September 11, 2005. The Race is coming together as are the tables and other events. Further details will be announced in the next village newsletter.
Membership: 6 renewals were received .
Newsletter: No new news.
Scholarship: No news .
Local Comprehensive Plan: See "Invited Speaker/Public Forum" [above].
Herring Run: No news.
New Business
Seth Duguay, a local chiropractor on Main Street spoke: presenting his plan to enlarge his existing office to add rental properties with the aim of creating a It was suggested that we have a presentation on energy efficiency. Both for reasons of scheduling and interest, this will be scheduled in the autumn.

The meeting adjourned at 7:55 and the next meeting will be on September 6, 2005.
