 The President called the meeting to order at 7:10 PM.

Town Council Report
 Leah Curtis notes the split rate tax was passed and the Council will be enacting it with a 1.15 commercial rate to be used. The road committee continues its work on defining the Town’s responsibilities for the public, private, and hybrid roads. She encourages us all to check on the Town’s web site to establish the status of our roads. Working on the priorities for infrastructure improvements, and ways the Town can facilitate the improvement of private roads with its purchasing power.
 She notes that the plan for an affordable housing overlay zoning did not pass. This would have cleared the way for facilitating small developments with the expectation of 40% affordable housing within them. She believes there will be another attempt to pass this with modifications. She also reports that the Town of Barnstable has lost its state affordable housing certification, and so has less say in the type of 40B developments allowed.
 Janice Barton notes work continues on defining the role conservation and recreation at the Airfield, next meeting Jan 11th. The Water Quality Committee is working on siting new sewer effluent locations. And, Housing is working on starting up a new shelter for the chronically homeless. The School committee is working on links between businesses and government, and the schools.

Invited Speaker/Public Forum
Police Update on Community Policing: Chief Finnegan, Deputy Chief Tamash, Sergeant McGuire, and Patrolwoman Robbins. The primary concerns our community have voiced to the police are vandalism, and nuisance noise and damage from off-road motorcycles and ATV’s, and now snowmobiles. Maureen McPhee particularly has been troubled with this problem and addressed the speakers. The Chief encourages calls to the department to report problems early, and not to feel we must wait until a major problem is in progress. He notes the Dept’s website has direct numbers for the officers. He notes the police have two of their own ATV’s to monitor the off-road areas.
There are no legal public areas for off-roading. Hence, all riders must ride on their own land or on private land with the permission of the owner. Also, only crossing roads, not riding on the road, is permitted as the vehicles are not street legal.
The question of how loud is too loud was raised. The Chief noted that as a practical matter, the allowed noise is different in the daytime vs. night. The law states “noise that is clearly audible at 150 feet” is too loud. It is also illegal to take off mufflers, or other noise decreasing devices.
The ATV’s were given to the Force as a donation. And, in fact, they have a fund for such special purchases that will be used in defined situations – such as boats on particular lakes – and if we have a particular concern, this would be helpful to fund it.
Leah Curtis wondered what particular problems had been seen in the Mills this year. Chief Finnegan noted there was a problem with breaking and entering this summer, but the person responsible has been caught. Various traffic enforcements have been undertaken for areas with excessive speed problems. Dirt bikes were targeted as well. The Chief noted that a call to the department directs traffic enforcement to particular areas. The direct # is 508-775-0812.
The police plan to come to the MMVA again in the spring for an update.
The Chief also discussed the presence of officers in the High School. Their goal is to prevent trouble, rather than react to it. There are officers assigned to the high school and middle school. Due to budget cuts, there is no presence in the elementary schools anymore. The department likes the continuity of having one officer at the school and their goal is to make it easier for the schools to be a place of learning. They are excited by the new youth center plans and hope to start Police Athletic Leagues.
They are looking to hire new officers.
Subcommittee Reports
Burgess House: As part of the McShane donation there are some new trees around town but none yet in the place of the original felled tree. Negotiations continue with the town on this. Preparations for the winter for the barn roof continue. Working on getting a permit to shingle the roof.
River Day: Will be the Sunday after Mother's Day, May 21, 2006.
Village Day: September 10, 2006, the Sunday after Labor Day.
Membership: Need to work on getting another letter drive going .
Newsletter: Still looking for a copy editor. Volunteers to call Janice Barton .
Scholarship: Robert Trout would like to make the number of scholarships fixed at 2 and make each $750. This was voted and passed unanimously .
Local Comprehensive Plan: The committee continues to work on the recommendation for zoning around the old dump. Over a dozen letters have been received in opposition to commercial rezoning of the Rogers’ land and these will be forwarded to Jackie Etsten, Janice Barton, and Steven Shuman. Craig Larson read a draft of a letter for the MMVA to support limits on the types of commercial development of the acreage; however, it was encouraged to revise the letter to be a more general discussion of the outline of commercial development of the dump and village center as a whole .
Herring Run: No news.
Library: Kevin Galvin will be holding a meeting to explore options at Liberty Hall.
