Call To Order And Welcoming Remarks
 The President called the meeting to order at 7:10 PM.

Town Council Report
 Janice Barton was present and reported. The Council is working on an ordinance of the Archibald Property. And, on an environmental statement for the Danforth Property (Airfield). She expressed thanks to the students who have been assisting on the last. Also, the Town is trying to coordinate with the golf course in this matter.
 Bob Frazee commented that with this recent snowstorm, the meeting to request funds from the Town to assist in repair of the Burgess House barn has been delayed. He and Janice discussed how the schedule was to work out. And she will be speaking further with him as it is finalized.
 Three part-time positions have been approved for the Youth Committee. And, the Human Services Committee is working with the Youth Committee and with homeless issues.
Old Business And Announcements
 There will be a silent auction and wine tasting at the Golf Course benefiting the Library on 4/26/06 – details at the Library.
 May 7th at 4 pm there will be a concert at Liberty Hall. Tickets and info at the Library.
Invited Speaker/Public Forum
 Bob Lebel spoke on the topic of a new Group Home proposed near his property on JB Lane in the Hamlin Hollow Neighborhood. He expressed apprehension that the facility would be appropriate and safe for the community. Al Baker stated that the MMVA would be happy to provide a forum for a discussion of this issue with the relevant parties, but that the Village Association could not take sides.
The Fellowship Health Resources Corporation would run the proposed group home. They are a Rhode Island based business and have 10 other houses on the Cape. Mr. Lebel expressed concern regarding the selection of residents, given his knowledge of the track record of the other houses on the Cape. He specifically cited the case of a house in Brewster where one of the residents was a registered level-3 sex offender. He noted there is much leeway, in his opinion, regarding the permitting process, and the definition of a group home.
Mr Lebel would like to see an open panel discussion take place with representatives from the company, the State Department of Mental Health, and local residents to better understand the Home and its permitting process. He anticipates that over 75 persons would attend. Al Baker discussed that for so many people, we may not be able to use our usual location at the Burgess House. Instead, he will try to get space at one of the following: the Liberty Hall, Community Church, School, or the Golf Course. He will investigate the time and place and get back to the Association. Note was made of the need for a facilitator for the panel. SEE THE INFO HERE FOR THE TIME AND PLACE OF THIS MEETING.
 Report on the COMM. Jim Crocker reported on the Centerville-Osterville-Marstons Mills Fire and Water Commission. This part of the government was formed originally as a way to purchase a fire truck, but has grown to include much of the infrastructure of the villages. It is ruled by its charter and funded by local tax levees and fees.
This year the Red Cross is honoring the dive teams for the recovery of 3 bodies, for which Mr. Crocker is quite proud. The Commission is also concluding contentious negotiations for wages and benefits for the Fire Department. The Water Department is finishing a testing survey of well field potential throughout the Villages. They are happy to report that there are several areas amenable to new well fields as the need may arise.
They are also working on updating the Osterville wells and so far successfully absorbing higher utility costs. While not technically bound by the 2.5% spending cap, they are cognizant of the need to keep costs in check. He feels that the complex cost structure of the District is in part a tradeoff for the fact that employees cannot strike. Slight understaffing is the goal, to balance some overtime costs with less down time.
Upcoming projects include: a scheme to unify and update all the wells and their fields. Putting the finishing touches on the Centerville Fire Station. Finally paying off the Marstons Mills Fire Station over the next 2 years. No new equipment is anticipated until wage negotiations are concluded. They are considering whether a second water tower in Centerville may be needed. There are plans to develop another well at the Hayden well field. No new wells anticipated for the Danforth property at present. They would first consider the development on the Darby property.
It was noted that there is some delay in the replacement of streetlights. Mr. Crocker noted we have a financially excellent agreement with NSTAR for our lighting, but, alas, it seems to have dampened their enthusiasm for sending crews out. He noted that there is a number on each light pole, and encouraged residents to call Susan at COMM to report malfunctioning streetlights. 508-790-2395. Al Baker has some questions about lighting in the Main Street and Burgess areas. He was referred to Newt Silva for answers.
Sue Martin made a plea for funds for the Marstons Mills Library. Although it is getting a bit more than it has historically, it is still below the average for towns in the Commonwealth. The library will have to make cuts in staffing and in the hours open. No Saturday hours and fewer evening hours are anticipated. No purchases will be allowed in the present budget.
She wonders if it would be possible for the library to tap into the COMM funds, as the Cotuit Library does. Jim Crocker expressed sympathy and answered that the 2006 budget is closed, but the 2007 is still open. However, the library is not part of the COMM charter, (Cotuit operates under a different charter) and so the funds would have to be approved as a line item at a public forum. He will check with their lawyer that the charter allows for the library to be funded in this way..
Subcommittee Reports
Burgess House: Still awaiting go ahead for funding from the Town.
River Day: May 21st. Tenth anniversary. Will have commemorative tiles and also will be able to cosponsor now that we have a cheaper insurance policy .
Village Day: Sept 10th, the Sunday after Labor Day. Still need to decide the form of the Road Race for next year .
Membership: One renewal .
Newsletter: People following up some leads for a copy editor. Aiming for publication in mid-April with a 3/15 submission deadline. Donna is working on sponsors with Craig .
Scholarship: Putting together the committee. It will be Robert Trout, Peter Lavigne, and Emory Anderson. Meetings to be announced by R. Trout .
Local Comprehensive Plan: No news .
Herring Run: The moratorium on fishing herring is going to be for a total of 3 years statewide. Al announced that the Dept of Natural Resources will be enforcing fines .
Library: Working on an insert with the newsletter .
New Business
 Al Baker will work on the next meeting, to be a public forum to discuss the proposed group home at 7pm on 4/4/06. Burgess House.

The meeting will then move to the Marstons Mills Elementary School, 2095 Main Street, Marstons Mills, MA [ map] for an informational meeting at 7:00 pm on the group home proposed for JB Drive.
