Call To Order And Welcoming Remarks
 The President called the meeting to order at 6:05 PM.

Public Comment
Indian Ponds: Mr Anderson notes that the IPA will be meeting next week to with town officials to discuss the pond study. They are hoping a decision will be made on a strategy. Specifically, they are hoping to get an alum treatment for Mystic Lake. They also plan on a weed pulling party for the loosestrife later this months for the ponds and the mill pond. They are also working on a plan to work on decreasing the reed and willow populations in these ponds.
Airfield: Bob Frazee notes the Hood blimp is back at the Airfield.
Town Council Report
 It is noted that Hank fell off a ladder and broke some ribs. We send our good wishes. Generally the Council is on summer break and there is little going on. The interest group on the Danforth Property is likely to be meeting in late July.

Subcommittee Reports
Burgess House: No news. Check is still pending.
River Day: No news.
Village Day: Sept 10th. Debbie is concerned that she has not heard anything on the Road Race. Craig will look into this. Lots of the old events will be back and these are all lined up. 3M and M&M's have been sent letters for the "M" theme. It was discussed that we will try a different ice cream vending approach and will contact Chad's rather than use Ben and Jerry's again. Craig is working on getting tents. Discussed the non-politic-ing and non-proselytizing stance of the Village Association (which remains the same).
Membership: Have received 20 renewals and 1 new .
Newsletter: To printer on 8/31. Bob Trout to see if he can find photos and essays from the Scholarship recipients. Craig is looking for sponsors .
Scholarship: No news .
Local Comprehensive Plan: No news .
Herring Run: Count was around 9,000 .
Library: Budget is better though still slim .
New Business
Cape Resources: It was noted that the piles from Cape Resources are getting large. Janice Barton will look into this. Unsure if the higher intensity of the use of the area is an enforceable thing.
Not-for-profit status of the MMVA: David Curtis discussed this. We are a 501(c)(3) body but we are delinquent in filing returns with the Secretary of State (MA) and are 5-6 years and about $300 in arrears in payment to the state. Because we are such a small group, we do not need to file federal or state tax returns. If, however, we want to be more aggressive in getting grants from the Town or State we will need to become current with the Sec of State to be official. It was asked if we have a tax number and the answer is that we do (Bob Trout and David Curtis have it) but that it is not current as noted. The pros and cons of paying up now vs. later were discussed and we will defer making the payment until later.
Proposal for nonconforming use of Eddie Thew's lot: Mr. Thew discussed that he wishes to use his land (zoned residential) for a winter storage facility for boats. He has stored boats on the land since 1991, but had been shut down last year as he did not have the correct permitting. He has his home as well as the business located on his parcel. He has been to the Town and been told he will need to install a new hydrant closer to his land. Leah asked if there was any requirement to protect the groundwater in his proposal -- so far not. He notes the boats come washed, winterized, and shrink wrapped prior to arriving at his land and that no work on the boats is allowed while in storage.
The property is 7 acres and the boats are visible to the abutters. There are several who have objected to this use of the land. The petition argues that the land is residential, that there are concerns re. visual, traffic, fire hazard, and groundwater contamination issues
COMM is responsible for arbitrating what will be needed to protect from spillage. Leah recommends Eddie get their plan in writing.
It was noted that the variance is actually proposed for two adjacent parcels rather than just the one with the actual boat yard on it. Janice noted it would be more reassuring to the abutters that the business would not grow (a la Cape Resources as above) if only a zoning variance was sought for the one parcel.
Debbie expressed a concern that there was no fence planned for the acreage. Bob Frazee reiterated the concerns re fire and groundwater safety and worried [re] the precedent of making the land business rather than residential.
Barbara noted her concern that, if other parcels received a variance, the boat yard would be able to expand dramatically in the future, and concurred with proposing only one of the acreage's be given an exception.
