Call To Order And Welcoming Remarks
 The President called the meeting to order at 6:08 PM.

 Was accepted.

Correspondence
 Discussion of the letter from the Friends. COMM water testing results disbursed.
Town Council Report
Janice Barton: The Council is settling down into the members new roles. Many committees have been quite active. The razor wire has been removed from the portion of the Transfer Station fence along the public roads. The schools committee is looking at the financial needs for the coming years. A 5% annual increase in the budget will be needed to keep the schools funded at the present level. There is a need for downsizing and the priority is going to be to close down the portables in the schools. More public meetings are coming up

Subcommittee Reports
Burgess House: Looking into getting 20 new chairs – see Bob F’s attached note – voted and passed unanimously to get the chairs. Progress is being made to improve the heating and get the roof leaks fixed.
River Day: May 20, 2007. Looking to include the elementary school students and the Liberty Hall in the Day.
Village Day: September 9, 2007. Craig has been to Liberty Hall and discussed our reasons for wanting to do the event in September rather than August. He would welcome them to continue to hold their barbeque on Village Day and to consider moving the timing of the barbeque up to 1 pm and to hold it in front of the Hall to make it more obvious. Donna is working on seeing if we can get a coffee concession for the Day as well.
Membership: Two new.
Newsletter: Hoping to get an issue out by May and still looking for an editor. Bob Frazee volunteers to work with people on it. Maybe the Library might have someone interested in editing?
Scholarship: Two scholarships of $750 are to be given this year. This year’s scholarships are dedicated to Frank “Buddy” Simmons memory.
Local Comprehensive Plan: See New Business.
Herring Run: There is a problem with nitrate loading. Kevin feels that some intervention is likely to be needed. The Mill Pond cleans out about a third of the nitrates from the river. They are considering redirecting the river through a cranberry bog so that yet more nitrates can be cleansed.
Library: The Library had a rude surprise when fixing a door and now is getting $10,000 in repairs of newly discovered termite damage. They are looking into getting parallel parking approved on the road to try to get more parking at the Library and would like the Village Association to support this. This was discussed, and the Association would rather work not only to have parallel parking in the area but also to improve the intersection of Main Street and Route 149 to make a better roundabout.
Indian ponds Report: No news.
New Business
Ruth Weil and Paul Niedsziecki: Discussed the function of the Growth Management Department of Barnstable. They are setting up a series of public meetings to discuss and prioritize implementation of the needs of the Villages. Trying to use the meetings to transform the Local Comprehensive Plans for the Villages into a more living document by using the input of these meetings. Craig suggests we reform the LCP subcommittee to address the meetings.
 They discussed the purpose of the Growth Management Department is to bring together the functions of zoning, development, and public use committees. The Department functions as a place where people looking to develop an area can come and try out their plans before officials from several disciplines. A mini-Cape Cod Commission so to speak – in a good way. They emphasized the pragmatic nature of the Department. Various questions were fielded.
 They would like us to set up a public meeting on March 6th at 6:30 or 7 at Marstons Mills Elementary. Topics for the meeting include: Possible uses for the land at the transfer station. The possibility of seeing wind energy at the site was brought up.
 Bob’s list for the Burgess House was discussed and Paul encouraged us to “think big” on the list rather than be conservative regarding the number of requests to make for the property. Paul feels a historic restriction is not needed for the property, as it is a town owned property. He also feels that by considering the Library historic, it could access funds for its running and upkeep.
 Mr. Anderson requested that alum treatment be considered for Mystic Lake.
