 Debbie Lavoie called the meeting to order.

 Was accepted.
Public Comment
 None.
Correspondence
 A check for $1000 was received from the Friends to cover heating expenses.
 The Library thanks us for our donation.
 The insurance forms for River Day were received and given to Debbie.
Town Council Report
Janice Barton: It is budget planning season on the Council. Lots of work is in progress. Recently it was voted to "unsplit" the business/residential tax rate.

Invited Speaker/Public Forum
Visioning Session of the LCP: Speakers Ruth Weil and Paul Niedsziecki and others in their department discussed the function of the Growth Management Department of Barnstable. They are setting up a series of public meetings to discuss and prioritize implementation of the needs of the Villages and using the meetings to transform the Local Comprehensive Plans for the Villages into a more living document by using the input of these meetings. They noted particularly that the town is working on traffic control at the intersections to 28 and road improvements for this and the Wakeby Road area.
The Transfer Station customer base is growing and is now 8,000 permits. It was capped in the late 1990’s and has a permanent passive gas collection set up. To utilize the land for public access would require the installation of an active methane collection system. No activities are planned at present. The new chain link fence is to secure the site from ATV’s whose tires were tearing up the turf, and also to prevent the theft of items on the metal piles particularly. The audience complimented him on the well-run status of the Station. It was queried if the methane or wind power generation was an option at the site. Both are being considered for local power generation, for both the transfer station and the nearby schools.
It was noted that the Marstons Mills village center is built out to approximately 50% of the maximum. A map of existing land use was shown and the areas of variances pointed out. Bob Frazee noted that the site of the downtown VB-A zone does not really correspond to the present business district and that there would be support for adjusting the boundaries.
They introduced the SWOT format and discussion ensued.
S (Strengths) included but were not limited to: Library, the Burgess Park and it’s buildings, the Scenic corridor on Race Lane, the Airfield, the Lakes and water resources, the Youth Ranch, the population, the schools, and public spaces.
W (Weaknesses) included but were not limited to: Library and the overall appearance and accessibility of the Village Center area, various dangerous intersections, need to address the upkeep of historic structures and the Airfield, need for more consistent zoning rather than reliance on variances, need for more sidewalks and bicycle trails, the Gifford Property.
O (Opportunities) included but were not limited to: Library, Burgess, and School properties, the Village Center area, Transfer Station, various community associations, wastewater treatment hook-ins to the existing treatment stations at the schools and S&S, e.g., creative parking/transit options, this public interest in the meeting to involve the population of the village in these decisions.
T (Threats) included but were not limited to: Lack of community participation, escalating property values, threats to the water quality and resources, traffic both on and off road and the noise it causes, zoning enforcement, and light pollution.
After discussion, the next Visioning session will be on June 6th at the annual meeting.
Subcommittee Reports
Burgess House: Bob Frazee reported on the recent purchases and passed out a letter of intent to apply for community preservation funding from the town for further repairs.
River Day: May 20, 2007. Insurance is in place, and it will be at Judy and Kevin Galvin’s house as usual. Seeking volunteers.
Village Day: September 9, 2007. Debbie discussed briefly what this day is for the assembled guests.
Membership: No new. Debbie encouraged guests to join.
Newsletter: Hoping to get an issue out by May and still looking for an editor. Volunteers encouraged.
Scholarship: Two scholarships of $750 are to be given this year. This year’s scholarships are dedicated to Frank “Buddy” Simmons memory. Robert Trout requested that those interested in working on this committee contact him.
Local Comprehensive Plan: Paul Niedsziecki and Ruth Weil are here for a visioning session, see Invited Guest/Public Forum.
Herring Run/Lakes: Emory Anderson discussed the Indian Lakes and their upcoming drive to try to decrease the impact of invasive species, specifically the Gray Willow. Also discussion of ongoing efforts to preserve water quality.
Library: No news.(See visioning for discussion of the Library.)
